with foreign employees shall be entered into with the Administration

and signed by the Managing Director in accordance with the published

rm of the Board, and agreements with Chinese employees shall be de-

cided upon, entered into and signed by the Managing Director and

shall collectively be reported to the Directorate General of Chinese

Imperial Railways for sanction to such appointments. Copies thereof

will be sent to the Chief Accountant's department for record and re-

ference.

5.

PURCHASE OF STORES. In purchasing stores and stationeries

by various departments, the Heads of the department concerned shall

fill in the form of indent, as published by this Railway, full

particulars of names (of such stores, etc.,) quantities, sizes and

colours and the estimated prices thereof together with the names

of the manufacturers or firms and the date of delivery thereof

which shall also be set out and shall be submitted to the Managing

Director for his decision and direction to such purchase being made.

Stores of large quantities and in frequent use shall be pre-

viously and quarterly estimated by the various departments as to

the quantities required, and joint notice will be inserted in the

Chinese and European newspapers inviting people to tender for the

contract to supply same, and the tenderer whose prices are the

lowest will be given the contract. Particular thereof shall be

submitted to the Directorate General of Chinese Imperial Railways

for examination.
